How to Rank in Multiple Cities Without Fake Offices

How can one business rank on Google in several cities?

One business can rank in several cities in two ways. On Google Maps, it can appear where it has a real, staffed location or a genuine service area. In the ordinary results, it can rank with one useful page per city, each saying things true only of that city. Fake addresses and near-identical city pages break Google's rules.

Key takeaways

  • The map and the ordinary results follow different rules, so plan each city for one or both.
  • A Business Profile is allowed only where you have a real location with your own staff, or a real service area.
  • Google's spam policies name pages targeted at cities that funnel visitors to one page as doorway abuse.
  • A useful city page contains facts, proof and details that are true only of that city.
  • Build pages only for cities you can serve, starting with the ones that already bring customers.

This guide shows how to rank in multiple cities when you serve more than one: branches, franchise locations, a service area that crosses city lines, or an online business with customers everywhere. It is written with the USA in mind, where the same search shows different businesses in each city. If you want the work done for you, see our SEO work across the USA, city by city.

Can you rank in a city where you have no office?

In the ordinary results, yes. On the map, only if you really serve customers there in person, and never by inventing an address. Google says local results are mainly based on relevance, distance and how well known the business is, and that distance means how far each business is from the person searching.

What you can honestly do in a city, by situation

A branch with your own staffA Business Profile for that branchA page for that branch
You travel to customers there from a base within about two hours' driveOne service-area profile for the base, with the city listed among up to 20 areasA page for that city
A second base with its own staff and its own service areaOne profile for each baseA page for each base

Google's guidelines say a business that travels to its customers should have one profile for its central office or location with a designated service area. A business with different locations, each with a separate service area and separate staff, is allowed one profile for each location.

The tempting shortcut is an address in the city you want. Google's guidelines rule it out. A rented mailing address you do not operate from, which Google calls a virtual office, is not eligible for a profile, and neither is a P.O. box. An office in a co-working space counts only if it has clear signage, receives customers during business hours and is staffed by your own people. Google says it can restrict or suspend profiles that break its policies. For one location, see how to rank higher on Google Maps. If you have no storefront, see local SEO for businesses that travel to customers.

What does Google count as doorway pages?

Pages made to rank for many similar searches that all lead to the same place. The usual case is “Roof repair in” followed by forty city names, one page each, with the same text and the same contact form.

Google's spam policies define doorway abuse as sites or pages created to rank for specific, similar search queries that lead users to intermediate pages less useful than the final destination. The examples include multiple domain names or pages targeted at specific regions or cities that funnel users to one page.

Google says sites that violate its spam policies may rank lower or not appear in results at all. The same policies cover pages produced in bulk: generating many pages with AI tools without adding value for users is listed as scaled content abuse. If you plan to build location pages from a template, read what programmatic SEO is, and when it is safe first.

What should city landing pages contain?

Things that are true of that city and no other. A reader should finish the page knowing more about getting your service there than they would from your home page.

What a useful city page contains

  • What you do thereThe services you offer in that city, including any you do not offer there.
  • Who does the workThe branch or the team that covers the city, with names and photos if they agree.
  • Proof from that cityJobs you have completed there, reviews from customers there and photos of real work. Name customers only with permission.
  • Local details that change the jobFor a roofing company, the weather, the common building types and the permits required. In the USA, licenses and permits depend on the state, county and city.
  • Practical factsThe neighbourhoods you cover, how quickly you can arrive, any travel fee and the hours for that branch.
  • Contact details for that locationThe address if customers visit, and a phone number that reaches that location. They should match the Business Profile exactly.
  • Prices, where they differIf a job costs more or less in that city, say so and say why.
  • Questions customers there askThe ones your staff in that city hear every week, answered plainly.

You cannot fill this in for a city you have never worked in. That is the practical reason to build pages only for places you serve.

How to rank in multiple cities: seven steps

Work through them in order. The first two are decisions, and the rest is building.

Seven steps, in order

  1. 1. List the cities you really serve

Rank them by the customers each one already brings. Start with the top three to five instead of every city on the map.

  2. 2. Decide for each city: map, website or both

Use the table above. A staffed branch gets a profile and a page. A city you travel to goes into your service area and gets a page. A city you only ship to gets a page at most.

  3. 3. Set up one Business Profile for each real location

Use the same business name at every location, a phone number that reaches that location, and a link to that location's page on your website. Google's guidelines say not to create more than one profile for a location. With 10 or more locations you can ask Google to verify them in bulk, unless you are a service-area business. The fields are covered in how to set up and optimize a Google Business Profile.

  4. 4. Give the city pages a clear place on your website

Add a “Locations” or “Areas we serve” page to the main menu and link every city page from it. Google contrasts doorway pages with a clearly defined, browseable hierarchy, so a visitor should be able to reach any city page by clicking through the site.

  5. 5. Write each page from local facts

Use the checklist above. Collect the facts from the people who work in that city before anyone starts writing. Keep every page on your main website.

  6. 6. Earn proof in each city

Ask customers of each location to review that location's profile, within Google's rules on reviews. Earn links from organisations in that city: suppliers, trade bodies, the chamber of commerce, local news. Google counts reviews and links towards how well known a business is.

  7. 7. Check results city by city

You rank differently for searchers in different places, so one search from your desk tells you little. Check each city separately, as described in how to check where you rank on Google Maps, and count calls and enquiries per city.

How many city pages should you build?

As many as you can make different, and no more. Some shared text is fine: Google says some duplicate content on a site is normal and is not a violation of its spam policies, so every page can carry the same short company introduction and guarantee. The part about the city has to be the larger part. If a page for a city would say nothing new, list that city on your “Areas we serve” page instead and build its page when you have work there to show.

What does SEO for multiple locations cost?

It rises with the number of locations, because each one needs its own profile, page and reviews. Our Local SEO Starter plan covers one location or service area from $1,000 a month, with a three-month minimum, and extra locations add $300 to $500 each per month. Our Local Growth plan, for two or more priority locations, starts from $2,500 a month. Every plan is on the pricing page.

Countries we work in

Should I buy a separate domain for each city?

No. Google's spam policies give multiple domain names targeted at specific regions or cities that funnel users to one page as an example of doorway abuse. Keep your city pages on your main website, where they share its reputation.

Is it duplicate content if my city pages share some text?

Some shared text is fine. Google says some duplicate content on a site is normal and is not a violation of its spam policies. The trouble starts when the shared part is the whole page and only the city name changes.

Do I need a different phone number for each location?

Google's guidelines ask for a phone number that connects to the individual business location, a local number instead of a central call centre where possible, and a number under the direct control of the business. A number that reaches each branch directly meets that.

Can I write city pages with AI?

The tool is not the issue. Google's spam policies list using generative AI tools to generate many pages without adding value for users as scaled content abuse. A draft is acceptable when the facts, proof and local details in it are real and yours. See whether Google penalizes AI content.

What if a competitor ranks with a fake address?

A listing at an address the business does not operate from breaks Google's guidelines, so copying it puts your own profile at risk. Our guide to Business Profile suspensions and fake listings covers how to report one.
